This is a part of my EPSCOT hood I've been working on off-and-on since 2012, or so! EPSCOT, the Experimental Prototype Sims Community of Tomorrow, is a study on cultural blending (much like Uncle Walt's EPCOT.)
Horizons East provides apartments for 8 of my single International Sims, and their pets. Each apartment has the same floor plan with the same basic furnishings: appliances, plumbing, lights, phone, alarms, beds, tables, chairs, TV, bookshelves, and computers. You will want to add decorative items, pet, and skill objects, as your sim desires.
The main level Lobby features many of the building's amenities. There is a conference room, an exercise room, a game room with cards, darts, a pool-table, pinball, and a full service, continuously staffed bar. You will find a large swimming pool in the basement; and an extraordinary light-filled community garden in the rooftop Atrium.

- You will need to have Numenor's Unlevel Wall - #90 - I use this wall all the time as it is such a forgiving wall to build with.

I don't know why the new 'Hood info/screenshot shows only 7 apartments? I have verified with my testSim that all 8 apartments are rent-able. The top floor, left unit was tricky to get my sim to rent (there is some kind of routing issue there - I recommend using one of the other 7 apartments for your playable sim); but, my testSim was eventually able to rent the apartment.
How to rent a Furnished Apartment:
- Bring up the cheat box with CTRL-SHIFT-C.
- Enter the following cheat: boolProp testingCheatsEnabled true
- Walk your sim to the front door of the apartment that you want to rent. They need to be standing right in front of the door.
- Clear any actions from your sim's queue - including other sims trying to talk to them.
- SHIFT-click on the door of the apartment you wish to rent and choose "Rent Furnished."
- If the action falls out of your queue, your sim probably needs to be closer to the door.
- Once the apartment is rented, bring up the cheat box again.
- Enter: boolProp testingCheatsEnabled false to turn the cheat off again.
